Only the channel you point it at, for the window you give it. The draft links the messages it used so you can check them, and it's private to you until you post.
HR sees patterns: who stands out and who is recognised far less than their teammates. Props posted in channels are already public to that channel. The HR view is a prompt for a conversation, never a rating.
