Finglas Gaming Arcade Approval Sparks Outrage Over Planning Breach and Licensing Loopholes

Dublin City Council is facing strong criticism after approving a planning application for a new gaming arcade in Finglas village, despite longstanding zoning rules and city policy that restrict such developments.

The change of use was granted for a vacant premises on Finglas Main Street, clearing the way for a new amusement arcade in an area already home to five betting shops. Local residents and public representatives argue the approval directly contradicts the Dublin City Development Plan, which prohibits amusement centres in residential areas.

Adding to the controversy is a long-standing regulatory loophole. A 1988 directive by Dublin City Council bans the issuing of gaming licences within the city. In response, casino operators have for decades applied for amusement licences, which are intended for low-stakes entertainment machines like teddy cranes and coin-pushers, not casino-style gaming. These licences fall under less stringent oversight and have enabled casino-style venues to operate in the capital despite the official ban.

Social Democrats TD Rory Hearne called the decision a very negative step for the area. He noted that the development would effectively bring a sixth gambling outlet to the village. This decision flies in the face of the Dublin City Development Plan. Finglas already has five betting shops. Is this really the type of development the community needs?

The developers behind the proposed arcade claim the project will create eight full-time jobs and return a long-vacant unit to productive use. However, opponents argue that the move sets a worrying precedent and undermines the purpose of local development policy.

The issue comes at a critical moment as Ireland prepares to introduce sweeping gambling reforms through the new Gambling Regulatory Authority of Ireland. The GRAI will take on responsibility for licensing, compliance and enforcement, and is expected to bring long-overdue clarity to issues such as amusement licensing and the appropriate siting of gambling premises.

Critics and licensed operators hope the new regulator will close loopholes and ensure that future developments align more closely with both planning frameworks and community needs.
